Despite these tensions, Akbar Mas’oud brokered an amicable deal. Ahmad Quli Khan Bakhtiyar and Sheifpour Fatemi took the less prestigious seats of nearby Shahr-e Kurd and Najafabad respectively. Meanwhile, Fedakar, Dowlatabadi, and Emami took the three Isfahan seats. In fact, these three urged supporters to cast their three votes for each other. In the final count, Fedakar received 30,499 votes; Dowlatabadi 29,470; and Emami 27,870. This gave Isfahan a voter turn-out of nearly 50 percent. The turn-out in Tehran was less than 15 percent.28 Of course, it was even lower in rural constituencies. This provided the landed magnates with the perfect opportunity to determine the outcome. They packed the electoral boards which distributed the ballots; the kadkhudas herded the peasants to the polls; and the electoral boards counted the votes. The rule of the notables can be labeled “feudal democracy.”
